LIBRARY BEHAVIOR POLICY
The Board of Trustees has firmly resolved that the patrons of Frank J. Basloe Library have the right to use library materials and services without being disturbed or impeded by others; that patrons and staff have the right to a safe environment and to materials and facilities in good condition. All patrons are expected to observe and respect the rights of other library users and staff.
On the premises of Frank J. Basloe Library, federal, state, and local laws and ordinances are applicable, including those related to "Public Order" and "Criminal Mischief" (NYS Penal Law, Arts. 145 & 240), "Obscenity & Public Sensibilities" (NYS Penal Law, arts. 235 & 245), "Offenses Against the Welfare of Children" (NYS Penal Law, Arts. 260 & 263), "Sexual Harassment" (NYS Executive Law: Human Rights Law, Art. 15), and "Injuries to Property" (NYS Education Law, art. 264).
Accordingly, no person shall engage in violent behavior; make unreasonable noise; use abusive or obscene language to other patrons or Library staff; intimidate; physically or sexually harass others; obstruct pedestrian traffic; loiter; steal or damage library property; gamble; litter; or create a hazardous or offensive condition by any act that serves no legitimate purpose.
The library requires that patrons and staff maintain an environment conducive to study. All people on library premises are expected to be engaged in suitable educational, informational, or cultural activity. Conversation should be conducted as quietly as possible and be generally limited to library-oriented activities. Such activities are further defined in the Policy and Procedures Manual available at the Circulation Desk.
Parents and legal guardians are responsible for their children's behavior at the library and their children's use of all library resources, including print, audio, video materials, and electronic resources, encompassing access to the Internet. Parents and guardians must observe the library's Unattended Children in the Library Policy. All unruly or disruptive patrons are subject to the stipulations outlined in the library's Disruptive Patrons Policy.
Seating at library tables, carrels, and chairs is limited to the number of persons for whom the furniture was designed (e.g. a maximum of four people may sit at a table at one time; a maximum of two people may jointly use a computer and must follow time restrictions; one person may sit at a carrel or on a chair). No eating, drinking, use of tobacco products, alcohol or illegal drugs is allowed. Only with approval is the serving of light refreshments permitted in the library's meeting room. Rules governing the Washburn Room apply to all meetings and gatherings taking place in any area of Basloe Library or areas managed by Basloe Library. (see Washburn Room Policy).
No animals belonging to patrons are allowed in the library, except those which assist the disabled. Patrons are asked not to sleep in the library. All library users are required to include shoes and shirts in their attire.
Taking surveys, asking people to sign petitions, distributing leaflets, and other similar activities are permitted only if authorized by the library. Selling products, services, or soliciting business or donations are not permitted. Religious services or gatherings of any kind are not permitted on library property. All library users must abide by additional applicable policies contained in the library's Policies and Procedures Manual, including the Internet Access Policy.

COMPUTER POLICY
ELIGIBILITY
The use of the Frank J. Basloe Library's public computers is a privilege similar to borrowing library books and using its reference materials. The Basloe Library welcomes all patrons in good standing to use its public computers. A current, valid library card issued by the Mid-York Library System is required.
The computer sign-in system will automatically block patrons who have $3.00 or more in fines. Fines can be paid at the Circulation Desk.
The sign-in system will block users with restrictions on their library membership record. Check at the Circulation Desk for information on how to remove these restrictions.
The five Internet computers in the main library room are reserved for patrons 12 years of age and older. The one Internet computer in the Genealogy Room is reserved for adults 21 years of age and older, and the 2 public computers in the Children's Room are reserved for the use of children up to the age of 12 years. The Children's Room computers do not have Internet access.
TIME LIMITS
Internet computer users may sign up for 30 minutes at a time. There is an hour (60 minute) limit per day on the Internet computers.
GUEST PASSES
Out-of-town visitors are welcome to use the Internet computers. They can be issued a one-day-at-a-time guest pass for a total of 60 minutes per day.
Patrons who do not have a library card can be issued a one-day guest pass for a total of 60 minutes. If you plan on using the Internet computers frequently, please get a free Mid-York Library card.
Patrons who forget their library card can ask for a one-day guest pass. Sorry, the staff cannot repeatedly issue guest passes for patrons who keep forgetting their card.
PRINTING
Black & white printouts are 10 cents per page. Color printouts are 50 cents per page. Patrons are required to pay for all printing that they order while using the computer, including mistakes.
PRIVACY
The Basloe Library cannot ensure your privacy when you use one of our public computers. Remember that the computer terminals are in a public space in full view of all. Also, the Internet, email, chat, and wireless connections not perfectly secure.
CODE OF CONDUCT
All patrons must use all computers in a responsible, ethical, and legal manner, in line with the standards of the Basloe Library and of the community. Any patron who has disobeyed or disregarded the above rules and procedures or who has been discovered using a computer for a malicious, criminal, obscene or indecent purpose - whether in language or in image - will be denied the privilege of computer use forever. A police incident report will be completed.
First offense: loss of computer use privileges for one (1) week.
Second offense: loss of computer use privileges for one (1) month.
Third offense: loss of computer use privileges forever. Back to top |
